This seems to be a bit of a twist:
In lieu of requiring contractors to establish an entirely new and
separate system for avoiding the purchase, and detecting the
receipt, of counterfeit or suspect counterfeit parts, DoD plans
to use contractors’ existing purchasing systems and quality
    assurance systems.” No?

    • According to the proposed rule, DoD will assess a contractor’s counterfeit electronic parts avoidance and detection system as part of DoD’s contractor purchasing system review (CPSR). The proposed rule, however, fails to define criteria for a contractor’s counterfeit electronic parts avoidance and detection system and DoD has not yet made this criteria available for public comment in advance of implementation.

Yes, that’s what I had understood which makes the line “…DoD plans to use contractors’ existing purchasing systems and quality assurance systems” all the more incongruous in a notice to host a public meeting. That seems to be a significant departure, or at least an addition to the proposed rule that, dare I say, was slipped into the notice.
